Cross Country Bank Using Cross Match Technologies Biometric Fingerprinting Solution to Speed Up Background Checks

PALM BEACH GARDENS, Fla., November 5, 2002―Cross Country Bank, a Delaware State Chartered bank and its affiliate, Applied Card Systems, are using the ID 1000 biometric fingerprinting system from Cross Match Technologies, Inc. to process background checks on employees in order to meet banking regulatory requirements.
Cross Match Technologies’ global industry-leading ID 1000 Live Scan identification system replaces traditional ink-on-paper fingerprints by electronically scanning a person’s fingerprints. The Live Scan system digitally formats the prints for rapid transmission via analog telephone lines to the American Bankers Association (ABA), which then transmits the fingerprints to the Federal Bureau of Investigation for screening through the agency’s national database.
The ABA has served as a “channeling agent” for background checks since 1982 and has most recently begun to offer the electronic submission of fingerprints, according to the ABA’s Tom Judd. “This process saves banks time and money,” he said, noting that banks face stiff penalties if they employ anyone whose background indicates a conviction for crimes involving breaches of trust or dishonest acts.
“As an industry innovator, Cross Country Bank was one of the very first institutions to submit fingerprints electronically to the ABA. With the Cross Match system, we now receive background reports in as little as eight days, whereas the traditional process using inked fingerprints on cards could take as long as 45 days,” said Mike Episcopo, Cross Country Bank’s Vice President of Compliance. “This significant turnaround improvement allows us to bring new hires into our orientation process much quicker and provides us more flexibility in our manpower planning,” Episcopo added.
Bank officials also note that the digital system dramatically shortens the time it takes to obtain a person’s fingerprints, as the digital images of the prints cannot be smudged. The fingerprinting method itself also allows for significant quality improvement since the image of the prints is viewable instantaneously on a computer monitor. A fingerprint can be easily reprinted multiple times until it is perfect if necessary. “Our rejection rate at the FBI using the paper and ink cards was running as high as seven percent. With the ID 1000 technology, we’ve dropped that to just about two percent, and we’re confident we can lower that even more as our operators gain experience in taking prints electronically,” said Gary Tabor, a corporate security official with Applied Card Systems.
