STATE TECHNOLOGY OFFICE TO COORDINATE FLORIDA’S HIPAA INITIATIVE
~~STO to work with steering committee to ensure compliance~~

TALLAHASSEE— The State Technology Office hosted a meeting today of state agency officials and legislative policymakers to begin the coordination of Florida’s HIPAA compliance effort. Agency participants will form a steering committee to meet on a regular basis to monitor and support statewide compliance efforts.

Title II of the Federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) is a progressive healthcare regulation, which targets the administrative simplification of electronic transactions among the major stakeholders in healthcare, i.e. payers and providers.

“The State Technology Office has been charged with a clearly defined goal – to ensure that state agencies are compliant with HIPAA regulations. By promoting the interagency sharing of ideas, methodologies, and processes, agencies will be able to work together in an effort to successfully achieve compliance,” said Kimberly Bahrami, State Chief Information Officer.

Health care providers, health plans (health insurers and HMOs) and health care clearinghouses were defined as covered entities and were required to comply with the legislation's regulations. The rules, which have been promulgated by the Department of Health and Human Services, have been published at different times and have varying compliance deadlines. The next major compliance date is April 14, 2003, for implementation of the Standards of Individually Identifiable Health Information (privacy rule).

In 2002, the Florida Legislature provided funds for a statewide HIPAA coordination effort, and tasked the State Technology Office (STO) with leading the effort. The STO has selected a HIPAA program manager who has prepared an operational work plan that identifies the steps required to produce an enterprise risk assessment report, gap analysis report and a remediation schedule for those agencies required to become HIPAA compliant. Additionally, the State Technology Office is responsible for reporting on agency HIPAA compliance progress to the Governor and the Florida Legislature.
